Who is responsible for sending this economy up turd creek with spit for a paddle?

Different players at different points in history set the US on it's present course. W. Wilson with the FRB, Cleveland with the Graduated Income Tax, FDR with the Welfare State. Each played a role setting up the institutions that ultimately lead the US towards this point.
