DUI I did not Refuse...First they say they sent my urine for testing a month later they say Refused?

I was shocked to hear refused at my arraignment because that's an automatic year suspension! DC has no breathalyzer at the momment. I took a urine and i have the first police report to prove it (luckily i got a copy on my own within days of te arrest) At my arraignment it says REFUSAL I didnt sign a thing. They let me go without a notice of suspension. they gave me my license back and my keys as well as a note to where they parked my car for me...What is going on. Did they lose my urine or make a mistake ? I would rather be suspended for 6 months if that's mandatory not a year because they lost my results!!!
