How do you fix a stuffed yahoo a/c?

STupid f---in Yahoo will not let me get into my a/c, some turd breach my passwords. Nothing I do will let me in. It gives hint where to send access pass, I type and it it gives me 24 hr block. Come back in 24 hrs and gives me another 24hr block. Do I need to do a 911 on yahoo HQ??
